1. Purpose
Authorize the design and construction of a first cryptocurrency mining datacenter, from zero, and the purpose-built software to operate it. This charter sets the mandate, scope and the phased plan by which it was delivered.
2. Rationale
The opportunity was to build early mining infrastructure at a time when doing so was new territory: the hardware was immature, the operating software largely had to be built, and there was no established playbook. The mandate was to turn that into a working facility, on a defined scope and budget, with the diligence that a capital build demands.
