1. Purpose
Authorize the program to digitize a mobile health service, screening and prevention delivered at events, and to build the platform and app that run it. This charter sets the mandate, scope and governance.
2. Rationale
The service delivered real value but ran on manual effort: bookings by phone, patient data in spreadsheets, follow-up chased by hand, sponsor reporting assembled after the fact. That did not scale, and in a health context handling personal data by spreadsheet is a compliance risk. The mandate was to automate the journey end to end, on a GDPR-ready footing, without losing the human quality of the service.
